This dynamic new Centre will be led by Christine Davies CBE (former Director of Children’s Services in Telford & Wrekin Council and Programme Director, Narrowing the Gap), working with a consortium of the National Children’s Bureau (NCB), National Foundation for Educational Research (NFER), Social Care Institute for Excellence (SCIE) and Research in Practice. The knowledge reviews form a sequence of activity, rather than being a one-off event, with a single outcome. For each of the 18 thematic priorities of the Centre, a knowledge review will bring together a unique, quality assured blend of:
- The best research evidence from the UK - and where relevant from abroad - on what works in improving services and outcomes for children and young people
- The best quantitative data on a thematic priority with which to establish baselines and assess progress in improving outcomes
- The best, validated local experience and practice on strategies, levers and interventions which have already proved to be the most powerful in helping services improve outcomes, and why this is so.
The knowledge reviews will form the knowledge base for the production of the main outputs of the Centre on what works. These will be disseminated widely in a variety of ways, but chiefly via the Progress Map - an interactive web-based tool, and will underpin the Centre’s tailored capacity building efforts with LAs and their partners.
The typical review sequence will consist of:
- Needs analysis for the thematic priority and review work. Commission the review agency (month 1)
- Scoping study to assess what evidence and data are available and to determine main review parameters. This will be informed by regional discussions that RiP/IDeA will have with DCSs. Web publication (months 2-3)
- Main review of research evidence and analysis of national and regional data. Likely to be a form of rapid review given the timescale (months 4-6)
- Main review peer reviewed and made ready for entry onto Progress Maps and use at Regional Knowledge Workshop (months 6-7)
- Review findings discussed at Regional Knowledge Workshops and set against current local experience. Published on website (months 7-8)
- Systematic call for local evidence and stakeholder views after Workshop (months 8-9) (and review outcomes used to support capacity building thereafter)
- Full evidence review produced with summary, quality assured, and prepared for publication as part of Progress Map and Progress Map summary (publication in month12), with other outputs also produced thereafter to meet needs of different audiences
- Updated review produced about 12 months later (for early themes).
