This dynamic new Centre will be led by Christine Davies CBE (former Director of Children’s Services in Telford & Wrekin Council and Programme Director, Narrowing the Gap), working with a consortium of the National Children’s Bureau (NCB), National Foundation of Educational Research (NFER), Social Care Institute for Excellence (SCIE) and Research in Practice (RIP) and actively supported by the Improvement & Development Agency (IDeA), Family and Parenting Institute (FPI), National Youth Agency (NYA) and the Institute of Education (IOE).

The Centre is funded by the DCSF and will work in close consultation and co-operation with the Association of Directors of Children’s Services (ADCS), the Local Government Association (LGA) and the regional Government Offices.

In its first three years of work, the C4EO will focus on six national ECM themes - early years; disability; vulnerable children (particularly children ‘in care’); youth; parents, carers and families; and schools and communities. Each theme will have three 'key lines of enquiry' (priorities).

Local Authorities and their Children’s Trust partners (including schools and health) will be provided with evidence that they can rely on, showing them 'what works' nationally and regionally relating to the six themes, and supporting them to determine how to improve practice locally. This will include the best research available, the most robust data and examples of effective local practice, drawn from across the country. They will also have access to tailored specialist support from the sector, to help them apply the lessons from elsewhere to their local circumstances, enabling them to plan, with local partners, how to improve outcomes. Through the Centre, they will be given access to accredited specialist practitioners and, in turn, will be encouraged to offer their own specialists to help others. 'State of the art' outputs, produced by the Centre, will support them in bringing about change in their areas.

The collaborative sector-led approach and outputs from the LGA's 'Narrowing the Gap' (in children's outcomes) programme will contribute to the development of the C4EO.

Whilst the Centre will work closely with the Regional Improvement and Efficiency Partnerships (RIEPs) and other regional field forces, Local Authority engagement will be entirely voluntary and they will remain in control of the support they receive.

Working with organisations across the children's sector and drawing on the lessons and experience of local areas, the C4EO will encourage a culture of improvement - nationally, regionally and locally, underpinned by an appetite and a passion for doing the very best for all children, young people and their families.
