The government’s Every Child Matters: Change for Children programme supports the well-being of all children and young people, including those most vulnerable. The aim is to improve outcomes for all children and young people.
Central to the changes are reforms to services for children which ensure children and young people have the support they need to achieve the five outcomes. The outcomes frameworkseeks to narrow the gap between the achievements of children who are disadvantaged or vulnerable and their peers.
Local authorities work with their partners through Children's Trusts to deliver integrated and responsive children’s services which are underpinned by effective multi-agency working. Some of the Change for Children agenda became statutory in the Children Act 2004.
NFER’s Children's Services Team was established in 2005 with a dedicated team of researchers, statisticians and information officers who work on children’s services related projects. These include consultative work with children, young people and their families, analysis of local authorities’ first CYPPs, work related to specific ECM outcomes and consultations to support local authorities’ Building Schools for the Future programmes.
